Andrea Will was an 18-year-old coed at Eastern Illinois University in 1998 when she was murdered by her former boyfriend Justin Boulay. Upset over their recent breakup, Boulay, who was also an EIU student, strangled Andrea with a phone cord in his Charleston, Ill. apartment. Boulay quickly admitted his roll in the slaying and was sentenced to a 24 years in prison.Credit Burbank Police Dept.
Allowed to shave time off his sentence for good behavior, Boulay was paroled after serving just 12 years. After his release, Boulay married and moved to Honolulu, Hawaii.
Public outrage over Will’s murder and the early release of her killer led to the passage of “Andrea’s Law,” which mandates the Illinois State Police (ISP) to maintain a Murderer and Violent Offender Against Youth Database, accessible on the Internet.
Signed into law by Governor Quinn in 2011, “Andrea’s Law” requires persons convicted of first degree murder or of various violent offenses against victims under 18 years of age, to register for 10 years after being released from prison. Proponents of the legislation view it as an extension of Illinois’ sex offender registry and feel residents have the right to know about these individuals living in their communities.

Lonnie Agnew, age 28, was convicted of attempted murder with intent to kill or injure. Illinois Department of Corrections (IDOC) records indicate he was paroled Mar. 15, 2013 with a projected sentence discharge date of Mar. 17, 2016. Agnew’s address is listed as 4845 W. 85th St., Burbank.
Jeffery M. Hill, age 40, was convicted of domestic battery/bodily harm where the victim was 6 years of age and the offender was 39 at the time of the offense. No data was available for Hill on the IDOC website. His address is listed as 6241 W. 80th St., Burbank on the ISP website however the Burbank police website shows his address as 7627 S. Lawler Ave., Burbank.
Leamon Jordan, age 57, was convicted of two counts of murder with intent to kill or injure and kidnapping. IDOC records indicate he was paroled Jan. 16, 2013 with a projected sentence discharge date of Oct. 7, 2013. Jordan's address is listed as 7700 S. Newland Ave., Burbank.
