Michelle Rodriguez, 31, was issued a citation by Burbank police for encouraging the delinquency of the minors.
Police were dispatched to the Jewel-Osco at 7910 S. Cicero Avenue, around 4:04 p.m. on Aug. 31 for a retail theft.
A Jewel loss prevention agent told police he observed two children enter the store and remove multiple items from the shelves. The children then entered the restroom where they hid the merchandise on their persons, according to the employee.
The kids were detained as they were trying to leave the store without paying. The loss prevention agent told police the children had a total of 81 beauty products between the two of them. The merchandise was valued at $681.76.
Police said the incident was captured on store surveillance video.
According to reports, the children told the responding officer they were sent into the store by Rodriguez with instructions to take Crest Whitestrips — worth about $50 — without paying.
The officer located Rodriguez outside the store in her parked vehicle. Rodriguez reportedly told the officer she sent the children inside the store to buy a bag of chips and steal Crest Whitestrips but did not tell them to take the other items.
The stolen items were inventoried by police and returned to the store, according to police records.
Authorities say that personal products are a popular target of shoplifters because they are easy to conceal and can be easily resold on the street or online to black-market buyers.
